Both my kids are Boy Scouts. To get a toten chip(?) you have to carve something first. My guess is that he took it to scouts to prove that he completed the requirements for the merit badge.
The zero tolerance for "weapons" is baloney, if this is the kid's only issue, there's no way he should be suspended.
